Civil Aviation Advisory Publications (CAAPs) are what they say: advisory. Largely, they are not backed by regulation and are what CASA thinks you should be doing, but won't compel you to do. In that, are they a waste of time and money? Should CASA stick to regulations and not put out advisories that can legally be ignored?
