Global Navigation Satellite Systems (GNSS) in IFR aircraft and Mode S transponders in some CTA will be mandatory from Thursday 4 February 2016.

The following mandates will apply.

  1. All aircraft that operate under instrument flight rules (IFR) must be equipped with GNSS.

  2. Any aircraft operating at Brisbane, Sydney, Melbourne or Perth aerodromes must have an Automatic Dependent Surveillance-Broadcast (ADS-B) capable Mode S transponder.

  3. All aircraft operating under IFR in classes A, B, C or E airspace within the quadrant 500 NM north through east of Perth airport must be equipped with approved ADS-B equipment.

The requirement for ADS-B-capable Mode S transponders at these four capital city airports is because those locations use the Advanced Surface Movement Guidance and Control Systems (A-SMGCS) that requires aircraft to have Mode S. That particular mandate does not cover Canberra, Adelaide or Hobart.

These mandates are part of the move toward Performance-Based Navigation (PBN), which will require aircraft to be fitted with certain equipment. The next mandate is for all IFR aircraft to have ADS-B by 2 February 2017.
