CASA is canvassing aircraft owners and operators on how to improve current aircraft registration rules and markings.

A review of Civil Aviation Safety Regulations Part 47 – registration of aircraft and related matters – was recently undertaken by a joint industry/CASA working group following the identification of a number of deficiencies in the existing regulations.  

From that review, a notice of proposed rule making has been published setting out details of the proposed improvements to the registration regulations, with 21 changes identified.

"Proposals to improve the aircraft registration rules will streamline administrative processes, simplify requirements, standardise processes and remove requirements that are not related to safety," CASA says.  

"The proposed changes will clearly define when an aircraft becomes registered, when the aircraft owner becomes the registration holder and when an entity becomes a registered operator. Reasonable timeframes have been developed for the transfer of ownership process and for the notification of a change of registered operator."

The regulator says that under the new rules information required for some registration processes will be reduced and the requirement to return superseded registration certificates to CASA abolished. The new rules will also mandate that an aircraft must not be operated if it doesn’t have a registered operator.

And while on the subject of aircraft registration, CASA has also released for comment a set of proposals that it says will simplify and standardise the requirements for the display of registration marks on aircraft.

Under the proposed changes to Part 45 of the Civil Aviation Safety Regulations a total of 24 changes to aircraft marking requirements have been put forward, covering issues including the requirement to display the Australian ‘VH’ nationality marking, reducing the height of lateral markings on aircraft under 5700kg to 150mm, removing the requirement to display a set of markings under the wings of aircraft below 5700kg, and simplifying the rules covering the minimum width of characters and their spacing.

CASA says the changes hold benefits for aircraft owners and operators as they afford more flexibility in marking aircraft, reduce the number of regulations and costs, and provide a single standard for the minimum height of lateral markings on certain aircraft.
